Two more people have been arrested related to a theft at Heathrow Airport where 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area for suspected robbery and assault and a 23-year-old woman was arrested for suspected conspiring to commit a robbery. Both individuals are still being held, authorities confirmed.

These detentions follow an investigation into an attack at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Before the incident, two women had stolen from them their luggage after getting out of a parking garage elevator.

A toddler aged three was among the those hurt in the event. Five people were taken to the hospital for treatment and have since been discharged.

Police arrested a man in his thirties on suspicion of robbery and assault close to the scene. He was subsequently released under investigation as the investigation proceeds.

Authorities were called at approximately 8:10 in the morning GMT following reports of a number of people injured by a noxious substance thought to be pepper spray.

The assault - which police said was isolated and not considered an act of terror - resulted in delays to rail services and the partial closure of the Central Terminal Area tunnel and the T3 car park for a short time.
